What does the temperature gauge displayed on a car dash usually measure. Water temperature or oil temperature?

The temperature gauge is measuring water temperature. Keep in mind two things about water AND the anti-freeze/coolant also. #1 ALL liquids boil at different (and much higher too) temperature's when they are under pressure. And yes, a cars radiator system IS under pressure. #2 Anti-freeze/coolant fluids CAN degrade within one year or less depending on the local weather and how much the vehicle is used. So please check and flush out the whole radiator system(this does include the engine, heater coil, hoses and the radiator cap and thermostat too) to ensure a cleaner coolant/anti-freeze system AND a better and longer running engine.
