Okay, I'm working with a 2005 Cadillac CTS 3.6L. The original highway bulbs are 80 watts. And the driving lights are 55 watts. I'm planning on installing 5900K 100 watts lights for the high beam and low beam. What do I have to change up with the fuses so that the bulbs won't blow out? To make this completely clear:

I don't know what you're installing, but they are not Xenon. Xenon bulbs are all 35 watt.
To be legal you must install Xenon bulbs in purpose designed lighting units designed for Xenon HID bulbs. While some companies do sell "kits" that will allow them to be installed in standard halogen headlamp assemblies, they are NOT street legal. Cops are getting wise to illegal lighting mods and are issuing tickets for them on a very regular basis.
If you are simply replacing the original halogen bulbs with higher wattage halogen units you will need to upgrade the wiring to avoid overloading it. Replacing any headlamp fuses with higher amperage units will cause the existing wiring to overheat and eventually fail. Must US made vehicles don't use fuses in the headlamp circuit but self-resetting circuit breakers. If you wire those lamps to the existing wiring the circuit breakers will cut in and out taking the headlamps out with them.
You'll need relays for the high and low beam circuits wired to the original headlight harness and will need to run power directly from the battery through an appropriate fuse, through the switched contacts of the relays, and to the bulbs.
