You have to find a common denominator to add or subtract terms, so it was probably done with the intent to collect all the constants (non-variable) terms.
This is possible because you can multiply any individual term in an equation with unique forms of 1 because multiplying a number by 1 (even if its 19/19) won't change it at all. This is a property unique to the number 1, everything else will change it.
