The majority of car headlights in the U.S have the yellow tint & are based on traditional filaments. Many newer cars or those modified with headlight kits have the blue-white halogen type.
Now, when you are driving & facing on-coming traffic & you see the blue-white halogen type lights coming at you, is it a bit more distracting to your eye such that you pay more attention to that car? Do you RESENT it a little bit because one is supposed to pay attention to ALL cars on the road, not just the ones with lights less common to the norm?

But are there standard guidelines or laws as to how powerful one's headlights can be without distracting other motorists and crossing into the illegal territory?
If so, is that measure based on RADIANT FLUX (i.e. total power) or LUMINOUS FLUX (i.e. radiant power adjusted for perception by the human eye)?
The traditional filament headlights are on their way out, more and more vehicles (most late model $30k and up) already come with HID headlights (high intensity discharge)...this is a gas charge based system. This lighting system is much brighter obviously and puts off a cleaner blue/white light. They are not illegal in any state, the feds have strict regulations on HID lighting and they come aimed properly from the factory so as not to blind oncoming traffic.
The cheap "Xenon" bulbs that it sounds like you're referring to are just that...cheap imitation HID lamps. They are annoying and they are illegal in some states, it depends on where you live. The regulations that judge HID and filament (xenon bulbs in particular) are based on many variables, total power, and more importantly how far out in front of the car the beam contacts pavement.
This is a transistion phase to say the least. Like all other automotive technologies it takes time to phase out the old and phase in the new. It won't be long before the majority of vehicles on the road use HID technology and the minority are still running old school halogen.
As for the Xenon bulbs they're trying to fill that phase gap, some of them are better than others. I personally have Sylvania Silverstar lights in my wife's car (I have HID in mine) and they work great, are not blue, and do not distract oncoming traffic....they cost a pretty penny however, most teenagers/ricers won't pop for the quality product, they buy the $15 bright blue lights.
In regards to citizens arrest...no, you cannot. You are not trained or authorized to enforce laws regarding automotive lighting.
