Yes they are.
The "H7" is the Type of Bulb ,,and is labelled according to
certain Electrical and Dimensional specs and standards.
So any bulb of same number will interchange.
But there are also Specific Product Features within each type of bulb.
Stuff like;
*Wattage/Power Output
*Color
*Standard or Long Life
*Different materials used in construction & assembly

The One Exception to Bulb Number being interchangeable is CURRENT DRAW.
H7's for example,,,,Standard Bulbs are around 50~60 watts.
Some H-7's are very Hi-Wattage,,Hi Current Draw.
They will FIT in any H7 application,
They'll Light Up,,,
But they MIGHT be TOO MUCH LOAD on Some electrical systems.....which can cause actual damage.
Another quirk of that is,,,
In a few situations a HI WATTAGE Bulb will draw so much current against an insufficient power supply/electrical system,
...That it MIGHT NOT be any "brighter" than a Standard Bulb.
Example,,,a 140 watt bulb drops voltage on a weak system,,,and the Low Voltage to the 140W bulb
is no Brighter than a standard 50~60w Bulb which gets Full Voltage from it's LOW Current Draw.
It gets Tricky.
Bulb TYPE number,,,such as H7 is always a reliable indicator of FIT.
Bulb Wattage,,,is Not necessarily an indication of actual LIGHT OUTPUT.
The Point about Interchangeabilty is,,
ANY H7 will FIT,,,
but certain combinations of Wattage and Electrical Systems MAY BE Incompatible//UN-Useable.
FIT doesn't gaurantee Compatibility.
Most systems can take 80/100watt bulbs with no problem.

If You are putting a Bulb in a Bike,,that you actually ride at night you Need LIGHT,not style.
Best Illumination comes from color range of 3500 to 4500.
Right now,,,the "BEST" H7 as far as actually illuminating your path at night.
