Poss fuse, poss blown headlight bulb, most likely from the description you gave with the lever not clicking you have a bad multifunction switch. That is what the lever (or stalk, lol) is called. You DO NOT have to tear down the steering column to replace just remove the covers below or behind the steering wheel and unplug it and remove the retaining bolts. Most likely they are just Torx bit but possibly they could be tamper proof Torx bits. You will need to purchase special tools if thats the case. All in all a low skill level job you should not have much trouble.
